The following are comments that the National Health Federation (NHF) alone, among all the health freedom organizations, is able to submit to Codex Alimentarius, the highest food-governing body in the World. NHF feels strongly that the sacred integrity of a child’s body deserves the utmost protection, care, and careful feeding and nurture. And so we speak for those unable to speak for themselves….

Comments from the NATIONAL HEALTH FEDERATION for the CODEX COMMITTEE ON NUTRITION AND FOODS FOR SPECIAL DIETARY USES REVIEW OF THE STANDARD FOR FOLLOW-UP FORMULA (CODEX STAN 156 – 1987) Thirty-Sixth Session Bali, Indonesia 24 – 28 November 2014 The National Health Federation (NHF) respectfully submits the following comments regarding follow-up formula (FUF). NHF maintains the position that follow-up formula is not only unnecessary but actually detrimental to the health and well-being of the child due to (1) the introduction of toxins, unhealthy additives, and contaminants and (2) its preclusion of the use of indigenous foods with more nutritional value and less toxic burden placed upon the child’s developing detoxification system. NHF is in agreement with WHO and IBFAN in this particular regard.

GENERAL COMMENTS
While Archives of Disease in Childhood does note that suboptimal breastfeeding kills over a million infants a year and is responsible for 10% of the global disease burden in children, these figures cannot match the harm inflicted by the use of FUF, particularly in combination with mercury-laden vaccines and the contaminated water often used to reconstitute FUF. NHF Advisory Board member and founder of major research database www.greenmedinfo.com, Sayer Ji notes, “And here is a major point in need of differentiation: is the aforementioned global burden of infant mortality associated solely with a lack of breastfeeding, or, rather, does it not also reveal the potential lethality of the milk substitutes being provided and promoted?”

Again, instead of following the precautionary principle, this is further exacerbated by the degradation of follow-up formula with additives, contaminants, pesticides, and also the introduction of potentially contaminated water used to reconstitute formula and also radically compounded by the practice of vaccination. This introduces a massive toxic burden on a child’s developing detoxification system adding to the burden of infant morbidity and mortality. A thoughtful review of the ingredients in a popular brand of FUF reveals the potential for ill health in populations consuming this degraded FUF product: SKIM MILK POWDER, CORN SYRUP, CORN MALTODEXTRIN, PALM OLEIN, SOYBEAN OIL, COCONUT OIL, HIGH OLEIC SAFFLOWER OIL OR HIGH OLEIC SUNFLOWER OIL, MINERALS (CALCIUM CITRATE, TRICALCIUM PHOSPHATE, POTASSIUM CHLORIDE, SODIUM CITRATE, POTASSIUM CITRATE, FERROUS SULPHATE, ZINC SULPHATE, COPPER SULPHATE, POTASSIUM IODIDE, MANGANESE SULPHATE), VITAMINS (SODIUM ASCORBATE, CHOLINE CHLORIDE, INOSITOL, ALPHA-TOCOPHERYL ACETATE, NIACINAMIDE, CALCIUM PANTOTHENATE, THIAMINE MONONITRATE, RIBOFLAVIN, VITAMIN A ACETATE, PYRIDOXINE HYDROCHLORIDE, FOLIC ACID, PHYLLOQUINONE, BIOTIN, VITAMIN D3, VITAMIN B12), TAURINE. While there are some important nutrients added into such formulas, unfortunately GMOs in the form of the first, second, third, and fifth ingredients (skim milk powder and corn syrup, and corn maltodextrin, and soybean oil) are not without consequence when introduced into the GI tract. This alone can create diarrhea and malnourishment. Cupric sulfate, a known herbicide, fungicide, and pesticide, is listed in the ingredients. The degraded, dangerous ingredient list of this major FUF cannot even begin to compare with even the most diminished nutrient profile breast milk.
A little pesticide with your formula?
In addition to the long list of contaminants and additives, the oils used are not the EPA-DHA-AA balance needed in terms of essential fatty acids. Clearly, this is science based upon ignorance, creating markets often aimed at the poor and at the expense of health. Incredibly, this particular FUF formula fails to include magnesium as an ingredient in such formulas! The twin mineral to calcium, magnesium is vitally important to a child’s development, both physically and mentally. Its omission here is almost criminal. Even in the Consultation Paper, where mentioned, magnesium is suggested at levels 1/12th those of calcium even though modern nutritional science clearly holds that these two minerals (calcium-magnesium) should be available in a 2-1 ratio or even a 1-1 ratio.

The overall solution is to actively strive to increase the child’s natural immunity and to provide sufficient macro and micro nutrients by working to improve the nutritional status of the pregnant and nursing mother as well as to educate and encourage breastfeeding, alongside providing full disclosure to mothers and fathers about the problems associated with follow-up formula. Breastfeeding is a means to reduce infant mortality and morbidity and needs full support in every arena. The baby-milk product market forms the largest part of the baby-food market, with a share of 40%. There are three baby-milk market segments: infant formulas (0 to 6 months, second age and follow-on milks, the third being the fastest growing market of the three segments. The world baby-milk market is evaluated at 1,130,000 tons in the year 2010, accounting for USD 11.5 billion. Together, Europe and North America represent 33% of a stagnant market. In total value, the US alone represents 30% of the world market. The fastest developing area is the Asian market that is also the largest (53%). QUESTION 6 Question 6: Does the eWG share the view that follow-up formula is not considered nutritionally necessary in the diets of older infants and young children? This includes follow-up formula in its current form and any potential modifications made to improve the quality of the product.
Natural diets are best…
NHF does not consider follow-up formula to be nutritionally necessary. In that respect, NHF agrees with the World Health Organization’s International Code of Marketing of Breast-milk Substitutes and its goal of working to support healthy breastfeeding practices in place of the reliance at any point in the nursing period on breast-milk substitutes. NHF opposes follow-up formula as counter-productive to the health and well-being of children.
